This one-hour course is required for producers wanting to continue to transact Long-Term Care (LTC) insurance in Kansas after completing the initial four-hour course for certification. Note that this course is required each licensing period if the licensee desires to continue transacting Long-Term Care in the state. 

This course concentrates on the Kansas Long-Term Care Partnership Act.  This modern and current course will cover key principles and concepts related to long-term care partnerships in Kansas and will discuss a number of important issues surrounding the topic. 

The course takes a deep dive into the Kansas Long-Term Care Partnership plan, which will considers important aspects of Medicaid and its relationship with LTC, including a brief history of partnership plans, the rules and regulations regarding the Kansas Long-Term Care Partnership Act, duties of the parties involved, estate recovery, and a summary of the concept 

The course concludes with a final exam that must be successfully passed with a score of at least 70% in order to receive certification for the course  

Specifically, the course explores: 

  • An introduction to the course and What a Long-Term Care Partnership policy is; 
  • Kansas Long-Term Care Partnership program introduction; 
  • Background, implementation, and how the program works, with examples; 
  • Medicaid in Kansas: 
    • Eligibility requirements, the community spouse allowance with examples, eligibility categories, services covered, and the application process; 
  • A brief history of Long-Term Care Partnership plans; 
  • How estate recovery works and how Partnership Plans intervene, with examples; 
  • Before Partnership Plans and how has it worked in Kansas; 
  • Kansas Medicaid Asset Rules, countable and uncountable assets, the Minimum Monthly Maintenance Needs Allowance (MMMNA), and the Kansas Medicaid Estate Recovery Program (MERP): 
  • Kansas home Medicaid exemption rules and the intent to return to the home; 
  • Age 65 and older: Exceeding Financial Eligibility Limits and associated options;
  • Long-Term Care Partnership Act in Kansas: Related laws and rules: 
    • § 40-2132 through §40-2137, inclusive 
  • Summary of the Partnership Program in Kansas. 

The course concludes with a final exam that must be successfully passed with a score of at least 70% in order to receive certification for the course.
