Louisiana Insurance Continuing Education Requirements

Resident Requirements 

In Louisiana, completing state Continuing Education (CE) requirements is necessary for the renewal of resident producer licenses.

Producers licensed for one or more of the lines of Life, Health and Accident, Property, Casualty or Personal are required to complete a total of 24 CE credit hours during the 2-year licensing period. At least three of the 24 credit hours per licensing period must be from ethics courses. Producers with Property, Casualty, or Personal Lines must also complete three of the 24 credit hours in flood education courses.

Producers licensed for a line of Title are required to complete 12 CE credit hours during the licensing period. At least two of the 12 credit hours per licensing period must be from courses on the topic of consumer financial protection.

Producers licensed for a line of Bail Bonds are required to complete 12 CE credit hours during the licensing period. At least six of the 12 credit hours per licensing period must be from courses on the topic of bail enforcement.

 

Rules for Non-Residents

A non-resident producer who has satisfied the CE requirements of their home state is exempt from the Louisiana CE requirement. This is contingent upon the CE requirements being substantially similar to those of the state of Louisiana.

 

Carryover of Excess CE 

Producers licensed for one or more of the lines of Life, Health and Accident, Property, Casualty, or Personal may apply up to ten hours of approved courses accumulated during one licensing period to the subsequent licensing period.

CE credit hours received from flood or ethics courses will carry over as general credits and will not satisfy the minimum requirement for those subjects in the subsequent licensing period.

 

Insurance License Term Renewal Requirements 

The licensing period for Louisiana producers is two years. A license expires on the last day of the producer’s birth month. The renewal year is based on the license number. Producers with a license ending in an even number will renew every even-numbered year. Producers with a license ending in an odd number will renew every odd-numbered year.

A producer must be in compliance with CE requirements prior to filing an online license renewal. You will be unable to access the online renewal tool prior to the completion of all CE credit hours.

 

Rules for Taking the Exam 

Louisiana has no state requirement for a CE exam. However, successful completion of a final exam is often required to receive credit hours from a CE course.

 

Rules for Repeating a Course 

Within a single licensing period, no CE courses may be repeated for credit. 

 

Credit for Instructors 

Qualified instructors of a CE course will earn one hour of CE credit for each hour of credit completed as an instructor or discussion leader for any approved program. 

 

Reporting Rules 

CE providers are required under Rule 10 of the Louisiana Department of Insurance to submit an electronic report of the producer’s attendance within 30 days of completion of the course.

Course completions and roster information are to be filed electronically by providers.

Providers must also provide the producer with a certificate of completion upon successful completion of the course. The certificate is for the producer’s own records, and the producer may submit a copy of the certificate to the Louisiana Department of Insurance if needed.

 

Insurance CE Requirement Exemptions 

There are several conditions under which a producer may be exempted from the Louisiana CE requirement. 

If the producer is age 65, has a minimum of 15 years of experience as a licensed producer, and is either no longer actively engaged in the business of insurance, or is engaged in the business of insurance and appointed by a Louisiana licensed insurance company, they may request an exemption. To request the exemption the producer must complete the 65A Exemption Form and return it to the Louisiana Department of Insurance. This exemption does not apply to the CE required for producers engaged in the sale, solicitation, or negotiation of long-term care insurance products.

If a producer is prevented from meeting the CE requirements as a result of military service, they may request a waiver of the requirements and renewal of the license. The producer must submit a written request for the waiver with an explanation of why they were unable to meet the CE requirements, and provide copies of their deployment or other orders.

If a producer is prevented from meeting the CE requirements as a result of a medical condition or injury, they may request a waiver of the requirements and renewal of the license. The producer must submit a written request for the waiver with an explanation of why they were unable to meet the CE requirements, and provide a statement from a medical doctor confirming their inability to attend CE programs or obtain CE credit hours through self-study.

Nonresident producers who have met the CE requirements in their home state are not subject to Louisiana’s CE requirement as long as the producers’ home state requirements are substantially similar to those of Louisiana.

 

Louisiana Annuity Requirements

Annuity producers are subject to special requirements in the state of Louisiana. Any individual producer engaged in the sale of annuity products is required to complete a one-time, four-hour training course in addition to any other CE requirements.

An annuity suitability training course must qualify for at least four hours of CE credit and must cover the following topics:

  • The types of annuities and various classifications of annuities
  • Identification of the parties to an annuity
  • A description of how fixed, variable, and indexed annuity contract provisions affect consumers
  • The application of income taxation of qualified and nonqualified annuities
  • The primary use of annuities
  • Appropriate sales practices, replacement, and disclosure requirement 


The course may not include any marketing information or provide training on sales techniques or specific information about a particular insurer’s product.

A producer who has satisfied a similar annuity suitability training requirement in another state will be deemed to have satisfied the Louisiana training requirement.

 

Louisiana Long-Term Care Insurance Training Requirements

Long-term care insurance producers are subject to special requirements in the state of Louisiana. A producer may not sell, solicit, or negotiate long-term care insurance unless they have completed an eight-hour initial training. After initial licensing, a producer is required to complete an additional four credit hours of training every licensing period.
